Job Title: Director of the Information Use Management & Policy Institute at the College of Information, Florida State University. He founded, and has managed the annual Public Library and the Internet studies since 1994 and is a recognized expert on public library technology use/deployment, planning, evaluation, and services.

He has published extensively on these topics as well as government information policy. Since his arrival at Florida State University in 1999, after being a distinguished professor at Syracuse University, he has guided the Information Institute in conducting some $5 million in various funded research projects.   Joe Ryan

Job Title: Mr. Ryan has been Senior Research Associate with the Information Institute since its inception. He has worked on a number of studies with the Institute, most recently the ongoing evaluation of the Florida Electronic Library and the Internet based, IMLS funded, Evaluation Decision Making System (EDMS) and E-Metrics Instructional System (EMIS) projects.

Ryan is also President of Ryan Information Management a private library research firm.

Job Title: Manager for Research Development at the Information Use Management & Policy Institute and a doctoral candidate at the College of Information. His research interests center around the evaluation of networked services and resources, primarily from a user-centered perspective.

The focus of these research interests is upon the development and application of research methods in both the networked library environment (i.e., digital libraries) and the networked federal policy environment (i.e., E-government, privacy related issues, etc.).

Job Title: Program Coordinator, Ms. Thomas has 20 years of work experience with Florida State University. Since coming to work for the Information Use Management and Policy Institute she has been responsible for assisting with development, negotiations and submissions of research proposals; management of Institute contracts and grants operations; fiscal and administrative operations; coordination of research projects; conference and lecture planning; and management of project deadlines, deliverables and invoicing. She also assists with report compilation and editing, and serves as the lead in activities related to developing and maintaining the Institute’s web site.

Job Title: Web Developer and Graduate Research Associate, Mr. Falcon has been working at the Information Institute since July 2007. During that time, he has worked on developing web site projects concerning electronic government, information policy, and the use of Library Services and Technology funding in public libraries. Mr. Falcon also maintains the Institute’s web site along with other web site development projects.

Mr. Falcon has a M.S. in Information Architecture & Technology with a concentration in Web Development and a B.S. in Information Technology with a concentration in Computer Science from Florida State University's College of Information. He is now pursuing an MBA from Florida State University's College of Business. Mr. Falcon’s academic and career interests include web development and design, information technology project management, and the software development process.

Job Title: Graduate Research Associate, John Brobst has been a staff member since December 2007. During that time, he has primarily performed project research related to information policy and electronic government. Several of his research efforts have focused on issues and trends that currently impact our nation’s libraries. These efforts include enhancing organizational collaboration and communication through the use of websites and web based technologies.

In 2007, Mr. Brobst began pursuing doctoral studies at the Florida State University’s College of Information. His areas of interest include federal information policy and the impact of technology on society. Mr. Brobst also holds the following degrees: MS (Information Management), MBA (finance), and a BS (math). Prior to becoming a doctoral student, Mr. Brobst held various positions in the information technology area.

Job Title: Assistant Director of the Information Institute and an Assistant Professor in the College of Information at Florida State University. He is a former Fellow and Assistant Director in the IT Team at the U.S. Government Accountability Office. His research interests include social and organizational informatics, digital government, information management and policy, public management, social science research methods, and applied statistics. He is particularly interested in how public organizations employ Information and Communication Technology (ICT) to alter organizational processes and structures and how the use of ICT ultimately impacts institutional governance mechanisms.

His research has appeared or is forthcoming in journals such as Administration and Society, Government Information Quarterly, Journal of Public Administration Research and Theory, and IEEE Transactions on Engineering Management. He earned his B.S. and M.P.A. at North Carolina State University and his Ph.D. in Public Administration from the Maxwell School at Syracuse University.

Job Title: Graduate Research Associate, at the Information Use Management and Policy Institute and a Doctoral Student at the College of Information. Her research interests include Public Library Facility Design, Wayfinding, and Geographic Information Studies.

She earned a Bachelor's degree in History at Vassar College and received a Master's of Science in Library and Information Science from Simmons College. She joined the Information Institute in 2008 and has worked on projects related to E-Government, Health Informatics, and Public Library Services.
